
Ms. Walker is CEO and General Counsel of the Housing
and Development Law Institute (HDLI).
Ms. Walker is responsible for managing all legal, business, programming,
and financial affairs of HDLI, writing and publishing HDLI's legal
publications, authoring HDLI's amicus briefs and other legal submissions,
drafting HDLI's model policies, providing personalized legal information
to HDLI members, and planning and overseeing HDLI's legal conferences,
legal trainings, and other educational endeavors. Ms. Walker developed
HDLI's successful on-site and online staff trainings for public
housing agencies and other affordable housing providers. Formerly
a partner and commercial litigator at Whiteford, Taylor & Preston,
L.L.P., a national law firm based in Baltimore, Maryland, Ms. Walker
actively represented the Housing Authority of Baltimore City and
the City of Baltimore in important public housing reform litigation
in Thompson v. HUD, and has focused on issues facing public housing
agencies for more than twenty years. Ms. Walker holds a Bachelor
of Science degree in Finance from the University of Maryland, College
Park, and a Juris Doctor from the University of Maryland School
of Law. She has been active in local and national bar associations,
as well as a number of other civic organizations, and is a frequent
industry speaker and trainer across the country. Ms. Walker is licensed
to practice law before the United States Supreme Court, the Fourth
Circuit Court of Appeals, and the state and federal trial and appellate
courts of Maryland and the District of Columbia. Ms. Walker serves
as general counsel to the Miss Black USA Pageant and Foundation,
and is an active member of Alpha Kappa Alpha Sorority, Inc. She
serves on the Board of Directors of Joshua Homes Community Development
Corporation, and is a fellow of the American Academy of Housing
and Communities.

Timothy P. Coyle
Director of Administration
Tim Coyle has been with the Housing and Development Law Institute
(HDLI) since October of 2000, and he has
been HDLI's Director of Administration since January of 2002. He
is responsible for administering all HDLI programs, providing member
services, accounting, and planning HDLI's in-person and virtual
conferences and trainings. Mr. Coyle is the Continuing Legal
Education (CLE) coordinator for HDLI's legal conferences. He also
moderates the organization's active and award-winning electronic
List Serve.
Mr. Coyle holds a Bachelor of Arts degree in Sociology
and Criminology & Criminal Justice from the University of Maryland,
College Park.
